Bag Tags Goal reached and then moved

We were originally told that the town council's reason for the bag tags was to force people to reduce the amount of garbage by recycling more responsibly. The council praised themselves shortly after by saying the amount of waste being taken to the landfill site had been reduced by 25%. But, here we go again, with another story. The council is now saying the reduction in the amount of garbage picked up at the curb has been reduced even more, therefore reducing the amount of income produced by the bag tags. The reason for the bag tags in the first place was to reduce the amounts of garbage and therefore extend the life of the landfill site. Even though the goal has been achieved, the council feels as though we'll happily pay even more and have raised the landfill site tipping fees by 25%. That's nothing but a huge 25% tax grab. Something smells really rotten... and its not the garbage.
