Bluewater District School Board is pleased to welcome a new member to the senior leadership team with the appointment of Papy Mukenge as Superintendent of Education. The position will take effect on August 1, 2026.
Papy is a dedicated educational leader with over 20 years of service in education across Ontario and internationally. He began his teaching career in 2002 with the Waterloo Catholic District School Board as an Intermediate French Immersion teacher. Locally, he has spent most of the past decade at Bruce-Grey Catholic District School Board, serving as Vice-Principal, Principal, and most recently, Acting Superintendent of Education.
Throughout his career, Papy has demonstrated a strong commitment to equity, inclusive education, and student achievement, with a focus on creating learning environments where every student feels a sense of belonging and is supported to succeed. He brings valuable global perspective through his leadership roles as Principal of the Canadian International School of Egypt and Middle School Principal at Haven of Peace Academy in Dar es Salaam, Tanzania.
Since relocating to Bruce County in 2017 with his wife and three children, he has been proud to call Saugeen Shores home and values the strong connections between schools and communities. Outside of his professional role, he enjoys walking the trails along the shores of Lake Huron.

In his new role, Papy will oversee an area of schools and manage a portfolio of system duties.
